Carers should be aware of important changes to how child safety regulation operates in Victoria. These changes may affect carers who are involved in an investigation through the Client Incident Management System (CIMS).
Moving from CCYP to the Social Services Regulator
From Monday 23โฏFebruaryโฏ2026, investigations under the Child Safe Standards and the Reportable Conduct Scheme will no longer be managed by the Commission for Children and Young People (CCYP). Instead, these responsibilities will transfer to the Social Services Regulator.
This means that carers who are subject to an allegation may now interact with the new regulator. The goal of this change is to streamline oversight and reduce complexity for service providers for increased child safety.

Background on the Social Services Regulator
The Social Services Regulator was established in Julyโฏ2024 and now oversees child safety regulatory processes previously handled by CCYP. This includes managing investigations under the Child Safe Standards and the Reportable Conduct Scheme.
FCAV continues to support carers throughout these changes, ensuring they have clear information and access to guidance if involved in an investigation.
